The public sector is continuously searching for ways to do more with less, seeking to deliver innovative and high-quality citizen-centric programs, increase transparency and accountability, and develop healthy public organizations. Its managers are striving to meet these goals in a challenging environment, including aging workforces and technology, stringent internal controls, limited funding, and a diverse and demanding stakeholder base.
It is no surprise then that governments are re-shaping themselves, focusing on strategic planning, public policy and performance management functions, and migrating service delivery functions to specialized service organizations with more flexibility, greater access to resources and increased service focus. Despite mixed results to date, momentum is increasing towards this stewardship paradigm. We anticipate a higher success rate going forward as organizations learn to execute the change and excel in their new, more clearly define roles.
With a stewardship philosophy at their core, governments are widely adopting more sophisticated public service management and delivery approaches than were used in the past. One example is the use of results-based management frameworks to introduce more rigour and accountability into public policy design, financial planning and program evaluation. Such frameworks provide managers across the public sector with tools for ensuring that public programs serve a relevant public need, and are effective and cost efficient in influencing broad outcomes for constituents. Another example is the adoption of electronic channels for stakeholder engagement and service delivery: eGovernment promises key benefits such as improved citizen access and experience, and reduced operating cost.
